Leadership
Dr Steve Freeman is the founder of Renewable Energy Partners and advises organisations on the complex decisions that determine whether energy opportunities become deliverable and investable projects.
With more than two decades of experience across offshore wind, green hydrogen and the wider energy sector, he helps clients navigate uncertainty, align competing priorities and make confident decisions across strategy, policy, environment, technology and stakeholder interests.
Steve has held leadership, advisory and development roles spanning environmental assessment, project development, energy policy, stakeholder engagement and market strategy. This breadth of experience enables him to bridge technical, commercial, regulatory and political perspectives, helping organisations identify opportunities, manage risk and accelerate delivery.
A marine ecologist by training, Steve has worked on major renewable energy projects across the UK, Europe, Asia and the Americas, supporting developers, investors, governments and industry organisations through critical stages of project development and delivery. His expertise includes offshore wind, green hydrogen, consenting strategy, stakeholder engagement, energy policy, environmental assessment and investment readiness.
More recently, Steve has worked with organisations to integrate artificial intelligence into decision-making and project delivery across the energy sector. He advises on where AI can add genuine value, improve knowledge management and strategic planning, and support better decisions while maintaining appropriate governance, oversight and human judgement.
This thinking underpins his work with 11 Minds Energy, where he advises the business and leads its energy delivery on a decision intelligence platform that helps teams connect expertise, understand consequences and make complex decisions with greater confidence.
Steve was a co-founder of the Renewables Consulting Group (RCG), recognised with the Queen’s Award for Enterprise, and has held board, chair and non-executive positions across the public and private sectors. He holds a PhD in Marine Biology, formal training in Energy Law and Policy, and has completed the Oxford Artificial Intelligence Programme at the University of Oxford’s Saïd Business School.
